Elvis Costello's ''Get Happy'' (Columbia), despite it's satirical title, is as dyspeptic and tough as anything he's done. The musical arrangements (by Mr. Mellow himself, by his band the Attractions and by producer Nick Lowe) are inspired pop. Costello's expressionless singing style, however, is a matter of taste. As no lyric sheet is enclosed, we can't be quite sure what targets Costello has picked for this year's hectoring. Consequently, every squawk, like that of a bothersome starling, seems aimed at us. Even those who accept it as a triumph of feeling over technique may get bored.
