Ross McManus had this to say about the song in an interview:
"Joe (Loss) asked me to go into his room one night and he said, 'The latest thing is going to be this West Indian music, ska and I want to do a ska record. Can you write something for us?' I said, 'Well, play me a ska record and give me an idea.' When I heard it, I said, 'I used to play in bands like that in black clubs in Upper Parliament Street. I can easily write something.' We had a girl from St Lucia called Patti Provost, who brought us tea in the interval and I used to call her Patsy Girl, so I got this idea to write something for a West Indian band. Instead of using the whole band, we'd use just a few people and I came up with, (sings) 'Hey, Patsy Girl, / I love the way you're lovin' me / And if you leave me / How it will grieve me / So don't ya leave me.' I sang it in a West Indian accent but it came out the same week as 'A Hard Day's Night' and it didn't sell at all. Three years later, a German company came over and swapped tapes with EMI. One was 'Patsy Girl' and Joe said to me, 'I've got some news for you. Ring the office in the morning.' I rang the office and Joe said, 'You've got a number 3 record in Germany and they want you on television. You can mime to the record, but don't tell the men.' That's what he used to refer to them as, 'the men'. I went to Germany for three days and when I came back, everyone said, 'Are you feeling better now, Ross?' They all thought I'd been ill. Joe hadn't told them that I'd gone to Germany. He always used to say, 'Oh don't tell them. Don't tell them too much.' Somebody in Austria or Germany is still playing 'Patsy Girl', perhaps as a theme tune, as I still get royalties on it. Declan sometimes threatens to record it."
The "Declan" that he refers to, of course, is his son, Declan McManus A/K/A Elvis Costello.

Bob Dylan has signed on for a second season of his show on XM Satellite Radio, "Theme Time Radio Hour," premiering in September. The first season of the show concludes today with a program devoted to the theme of "spring cleaning." XM will then air the complete first season beginning May 26 on its channel the Village.
Dylan is winding down a European tour that plays in Dusseldorf, Germany tomorrow (April 19).

Bob includes Wednesday Week by The Undertones. This 1980 recording by Derry's finest was produced by Roger Bechirian , a year after he engineered the track of the same name by E.C. on Armed Forces. I wonder if Bob mentions Elvis' song?

Elvis featured in the latest of Dylan's radio shows. 'Dreams' was the theme and Bob spoke to Elvis on the 'phone. Elvis urges Bob to include "Beautiful Dreamer" (1864) by Stephen Foster . Elvis insists on singing a line or two of the lyric. Bob responds that after hearing that there was no need to play another version of the song , concluding the conversation by asking Elvis to pass on regards to Diana and the twins.
Bob , apparently , records a lot of his link pieces for his radio shows while on the road. I get the feeling that his exchange with Elvis plays heavily on this. The 'telephone line' that Elvis is heard through is atrocious, distorting all over the place. Other 'phone calls on the shows have been much clearer. I wouldn't put it past these two jokers to have recorded this backstage, face to face , using a P.A. system.
Martin , the brudder, may, if he feels like it , post a sound file of this .

In the intro Bob comments about how some people are only famous for going to parties , mentioning Paris Hilton. He continues to say that there seems to be a sadness behind some of them , something he sees reflected in Elvis song. Which seems an excuse enough to re-examine this song-

Man Called Uncle: An amused look at true love and romance as offered (at a discount) in the nightclubs of America.
Party Girl: Then again you might start to believe it all. Somebody is calling 'Time'. Somebody else clearly isn't listening.
For Armed Forces he notes -
Party Girl. This last song was written for an art student that I barely knew. I found our meeting reported in the tatty gossip of a Mid-Western newspaper. I was handed the improbable role of 'rock star' and certain assumptions were made about the character of the girl in the title. Some small kindness and tenderness passed between us, I could do no more than resent the portrayal and offer this apology. The song is not so much 'hopelessly romantic' as simultaneously romantic and without hope.
On the eve of recording this album a girl * arrived on my doorstep from America. At best we were strangers with a coy and theoretical entanglement. I thought that she might be coming for a short visit and that I might at least satisfy my curiosity about her. However, she turned up with eight pieces of luggage like a mail-order bride and moved in. I was too stupid and vain to resist. She'd later claim to have inspired most of the songs on this record all of which were already written when we met. This was also said about the previous release a chronological impossibility and many other of my compositions to this day. It is a tragic delusion about which I wish I could say: I shall not dignify that with a response but 'dignity' doesn't come into this story.
* Bebe Buell, one presumes. So , she's not the 'party girl'. But , considering their relationship was ensuing as the recording session progressed , she may have served to re-enforced Elvis' feelings behind the lyric.
Incidentally Bob refers , earlier in the programme to the 'late' Porter Wagoner so , considering the country legend died the weekend of Bob 'n Elvis' Chicago shows, this show was recorded very recently.

written about Leslie Ball, a Minneapolis resident.
I've also heard that she wrote an opera based on her brief relationship
with EC.
I don't remember the name of it though.

Ball sang and performed in theater while growing up in Duluth, moved to Minneapolis in her first stab at college, dated Elvis Costello and hit the road as part of a musical duo. New York University invited her into its master's program to write for musical theater. She continued making music around Manhattan and returned to Minneapolis to start a cabaret at the Jungle Theater. Jeff Bartlett of the Southern Theater asked Ball to throw her cabarets every week, dissolving any ideas she entertained of returning to New York.

She hit the road right after high school, recorded a couple of albums with her band, Rue Nouveau, and settled in Manhattan's East Village. Then, in 1991, she returned to Minneapolis for six weeks to serve as the host of an Ed Sullivan-style variety show for the avant-garde. Soon afterward, she moved home to start "Balls," a weekly revue that has spurred the careers of several cutting-edge Midwestern performance artists. Her latest album, "Loring Park," is named for the Minneapolis park where Mary Tyler Moore fed the ducks in the opening sequence of her old television show.

The 'Dallas' version from the El Mocambo show is used, to emphasis Elvis' story about U.S. audiences thinking the Oswald reference was to Lee Harvey Oswald as opposed to the Oswald Mosley. Or Sir Oswald Ernald Mosley, 6th Baronet if you want to use his full title. Or maybe not.
Elvis refers, again, to seeing Mosley being interviewed on tv in the 'summer of 1976'. However , a collection of the Oswald Mosley Papers at University of Birmingham includes a ' video cassette of Mosley on Panorama, 21 October, 1968' . A biography , by Robert Skidelsky, had appeared in 1975. Perhaps that prompted a repeat of the show in '76.
